Does metal gear solid 4 uses a dual layer blu ray disc?

What was the reason that MGS4 was not released on the xbox360?
It is on a dual layer Blue ray Disc and almost all of the 50GB on the Disc are used up.
It didn’t come out on the 360 because those discs only hold 8 – 9 GB. That would mean that unless something were changed, (or cut out) it would have to go on at least 6 discs. Grand Theft Auto 4 has to be under 9GB because it fit on a 360 Disc.
Sony also owns the exclusive contract on this game just like Microsoft has Gears of War.
